Miss Meliza Aberin, Assistant National Director – Field Operations and Resources Development, World Vision Foundation of Thailand (WVFT) and the ASEAN Safe Schools Initiative Network Coordinator, has attended the Educational Institutes Disaster Management Guideline Development meeting, led by the Ministry of Education, at Bella B Hotel, Nonthaburi. At the event, Mrs Phimwarat Muangnil, Director of Bureau of Education Activity Promotion, Office of the Permanent Secretary Ministry of Education, has presided over and opened the meeting.
The Educational Institutes Disaster Management Guideline Development Project meeting is another form of collaboration that builds knowledge and understanding among educational institutes executives, teachers, instructors, personnel, students, and community members about disaster risks and preparedness, in order to promote student safety at schools and risk mitigation before, during and after disasters in compliance with the Disaster Prevention and Mitigation Act of Thailand and to lower the mortality rate and physical damages at schools. The project also aims to enable schools to become safe places during disasters and capable of providing assistance, emergency relief, and temporary shelter for local villagers in communities.
At the meeting, Miss Meliza Aberin gave a speech about WVFT’s roles as the ASEAN Safe Schools Initiative Network Coordinator under the School Disaster Mitigation for Student Safety Project, based on the ASEAN Safe School Initiative (ASSI) and the Comprehensive School Safety Framework, which rests on 3 pillars, including safe school facilities, school disaster management support and skills development, and education about risk reduction and resilience for students, teachers, parents, and community members around the school. The ASEAN Safe School Initiative is also driven by World Vision Foundation of Thailand to promote the establishment of the school-centred Disaster Management Committee to ensure community disaster preparedness.
The ASSI – collaboratively run by WVFT, Office of Basic Education Commission (OBEC), and Asian Disaster Preparedness Centre – has conducted the natural disaster risk mitigation preparedness assessment of more than 20,000 nationwide educational institutes under OBEC; the survey results have been analysed and developed into the (draft) Educational Institutes Disaster Management Guideline.
WVFT and OBEC have continuously scaled up the ASSI implementation by collaborating with the Department of Disaster Prevention and Mitigation, Ministry of Interior; Save the Children Thailand; Raks Thai Foundation; and the Thailand School Safety Network and developed an online course ‘School Safety for Natural Disaster Risk Reduction’ for teachers under OBEC, school’s educational personnel, and the general interested individuals to learn about disaster management processes and to provide appropriate knowledge about disaster management to students. This online course encompasses the topics of risks from natural disasters, risk assessment, safe facilities, disaster management at educational institutes, and knowledge about disasters preparedness for students. The online course on school safety for natural disaster risk reduction has been available for access from teachers and educational personnel of the school under OBEC nationwide since July 2019.
